Due to ongoing dispute between teachers and management, the students of Pt Bachcharaj Vyas Vidyalaya run by Bharatiya Shikshan Mandal Trust are in great confusion as they will be getting transfer certificate (TC) signed by the authority who has no power to sign it.
Sources informed that a total of 365 students, who have cleared Standard X examination recently, will get TC from Tuesday. As per the directions of Education Department (Secondary), Assistant Head Master M N Kamble has been authorised for delegation of powers of Head Master for financial and administrative functions. However, the school management is not ready to implement Education Department’s decision and they have delegated administrative powers to Mrs Deulwadkar, Supervisor of the school. Education Officer, in his letter, dated May 29, 2010, clearly stated that the school management had given financial powers to Kamble while administrative powers to Deulwadkar. Two different persons were deployed for the workload of one post, which has created confusion amongst the students and teachers. As the Education Officer did not delegate any power to Deulwadkar, using financial and administrative powers without any authority is serious matter. Sources informed that the post of Head Master is vacant for the last eight years. In 2002, Kamble was given charge of Assistant Head Master which was challenged by three teachers of the school in 2008 in School Tribunal. School Tribunal decided the case against Kamble and he was demoted. However, Kamble challenged School Tribunal order in Bombay High Court and in October 2009, the High Court directed the school to restore Kamble on the post of Assistant Head Master. The school administration challenged the order of single bench in division bench, but did not get any relief and division bench dismissed their petition. Kamble joined as Assistant Head Master once again, but was not given any powers of acting Head Master as the Head Master’s post was vacant. As per the rules of Education Department, Head Master comes under Cadre A, Assistant Head Master in Cadre B and Supervisor under Cadre C. But, Cadre C person can not be promoted in Cadre A. However, the school management violated the rule and gave charge of Head Master to Supervisor. Now, the students are afraid that their TC signed by a Supervisor given administrative powers of Head Master, might render their TC as forged.
