CBI suggests comprehensive systemic changes for AICTE

Central Bureau of Investigation (CBI) has suggested comprehensive systematic changes to All India Council for Technical Education (AICTE), after closely scrutinising over 100 institutions during its nation-wide raids.

This include transparency in granting approval, making all relevant information accessible to general public and plugging of all loopholes while giving its green signal and effective post-approval regulation. It may be recalled that Member Secretary, AICTE was arrested on July 16 in a trap case. Cases have also been registered against Chairman, Advisor and other officials of AICTE. After massive public uproar and shocking revelations about shoddy working of the regulating body, the CBI decided to go deep and find for itself the factual position on the basis of physical verification of educational institutions which recently got permissions. CBI has so far registered 24 regular cases and four preliminary enquires for thorough investigation. These are based on complaints received from Ministry of Human Resource Development (HRD) and other sources. CBI had also enlisted the support of common man by appealing directly to them on July 22 for giving information/ complaints about corruption in All India Council for Technical Education (AICTE). During the previous four months, CBI has looked into more than 100 institutions approved by AICTE. In respect of 72 complaints/ source information against AICTE approved Institutions, CBI did not find any material either for registration of a case or worth referring it to HRD Ministry after due verification. Therefore, these complaints have been closed. The four complaints are pending verification and scrutiny and will be completed within this month. Searches were conducted by CBI at more than 50 places at the offices/ residential premises of the AICTE Officials, and the Owners/ Directors of the Institutions. Documents recovered during searches are being scrutinised. The cases are under investigation. CBI has so far sent 13 reports relating to technical institutions to the HRD Ministry, as some technical shortcomings were observed.
