Medical Council of India Says research must to get promotion

The Medical Council of India (MCI), for the purposes of giving research a new fillip had proposed amendment to the Teachers Eligibility Qualification Regulation. Now along with the requisite prescribed academic teaching experience, publication of two research papers in indexed / national journals would be a must for promotion of an Assistant Professor to the post of Associate Professor and four publications would be warranted for promotion from the post of Associate Professor to Professor in any speciality.

A Study Group constituted under the Chairmanship of Dr. Vedprakash Mishra, Vice-Chancellor, Datta Meghe Institute of Medical Sciences University, and Member of the Executive Committee and Chairman of the Academic Cell, MCI, proposed that it needs to be clarified that the said publications are must during the period of prescribed teaching experience and should also be published as ‘first author’ in an indexed journal by that teacher. The Study Group also clarified that the word ‘national journals’ as a substitute to the ‘indexed journal’ is not appropriate, in as much as that indexing of journal is an established practice, which is based on scientific content and merit of the journal, constitution of the editorial board regularity of publication, peer review mechanism, frequency of publication and standard prescribed rules for the publication. This practice has been worked up internationally by ‘Scopus’ ( Scopus is a database of abstracts and citations for scholarly journal articles. It indexes 15,800 peer-reviewed journals in the scientific, technical, medical and social sciences fields. It is owned by Elsevier and is provided on the Web for subscribers) and ‘Med-Line’ (Online database of 11 million citations and abstracts from health and medical journals and other news sources) respectively. As such, equating national journals with peer review/indexed journals would amount to equating of two unequal in terms of the observations of the Study Group report of Dr. Mishra. However, it was observed that there are many good journals, which are published by Speciality Associations in India, which have a National circulation and also the content included therein is matchable with those of indexed international journals. Hence these journals published by National Association/ Societies of respective specialities could be considered as National Journals and may be thus treated on par with the indexed journals. The report of the Study Group headed by Dr. Vedprakash Mishra, report was considered by the Executive Committee of the Medical Council of India, recently and was adopted. The Central Body of the Medical Council of India also approved the same. Resultantly an appropriate amendment to Section 4 and 5 of the Governing Teachers Eligibility Qualification Regulations of Medical Council of India, has been recommended to Govt. of India for Notification.
